Chickasaw Nation Opened OKANA Resort With No Casino

The Chickasaw Nation opened the $400 million OKANA Resort in Oklahoma City on February 21, 2025, with no casino. The 11-story hotel sits on the Oklahoma River next to the First Americans Museum, on a former oil field the city and the tribe spent a decade reshaping. Mayor David Holt had already told the public a casino would not be legal on this ground.

The 404 rooms still sold out on opening night. Dan Boren, then the tribe’s secretary of commerce, told the ribbon-cut crowd the hotel had 100% occupancy that night “and we’re sold out for a while.”

The Riverfront Parcel Is Not Indian Land

The rumor that followed the 2021 renderings was a familiar one in Oklahoma: a tribal nation builds a big box, so the floor must hold machines. Holt shut it down in plain words. “Legally a casino wouldn’t be allowed within city limits,” he said, while pitching Oklahoma City as a national capital for Native and Indigenous people.

Federal law is stricter than a city ordinance. The National Indian Gaming Commission’s own FAQ states that Indian gaming must occur on Indian lands, meaning reservation land or trust or restricted land over which a tribe has jurisdiction and exercises governmental power. Oklahoma’s gaming-compliance unit repeats the same test for where Indian gaming can be conducted.

INDIAN LANDS UNDER FEDERAL GAMING LAW

• Reservation land: All land inside the limits of a federally recognized reservation qualifies.
• Trust or restricted land: Off-reservation parcels count only if the United States holds title in trust or restricted fee and the tribe actually governs the site.
• Fee land in a city: A tribe that buys ordinary city land, and leaves it out of trust, stays under state and city law, with no Class II or Class III floor.

The OKANA tract is city riverfront that Oklahoma City transferred to AICCM Land Development, LLC, a Chickasaw subsidiary, for a commercial resort beside the museum. Both sides treated it as fee land from the first talks. The Chickasaws promised they would not try to put a casino on it, and a casino next to a museum built for 39 tribes would have been a political problem even if the statute had bent.

That is why a nation that runs WinStar World Casino, which Boren called the largest casino in the world by square footage and machines, spent hundreds of millions here on slides, suites, and meeting rooms. The machines stay on land that already qualifies. This site never did.

A 2021 Pitch Became a $400 Million Tower

Governor Bill Anoatubby unveiled OKANA Resort & Indoor Waterpark on October 21, 2021, a month after the First Americans Museum opened. The first phase covered about 40 acres of 140 acres held by the tribal LLC. Construction started in October 2022, with a public groundbreaking on October 31, 2022, more than two years before the first check-in.

THE 2021 PLAN VERSUS WHAT OPENED

Boren told the February 2025 crowd the tribe had come in on time and under budget, a claim that fits the later $400 million figure, not the 2024 date on the original press paper. Oklahoma City Council also approved $102.2 million in tax increment financing in May 2022, and a $4 million Federal Transit Administration grant backed a new Oklahoma River ferry landing tied to the district.

Hotel & Leisure Advisors, in a study the tribe used while raising the project, put construction at 1,404 annual jobs and $80.7 million in payroll. Over ten years, the same study put combined resort and visitor spending at $1.3 billion, with $107 million in tax to the state, $86.7 million to Oklahoma City, and $3.2 million to Oklahoma County. Those are forecasts, not audited results.

Hotel Guests Came Without a Gaming Floor

The product that actually opened is a family hotel with water, food, and meeting space. The 100,000-square-foot indoor waterpark has 15 slides, a wave pool, a lazy river, and an adults-only pool. A 4.5-acre outdoor lagoon, billed as the fourth-largest pool in the country, adds a white-sand beach, 34 cabanas, and a seasonal outdoor park of nearly 200,000 square feet. The hotel also opened a 20,000-square-foot family entertainment center and about 27,000 square feet of conference space.

Holt called it the most expensive commercial development in Oklahoma City history and the city’s second-largest hotel, with nothing like the waterpark for 200 miles in any direction. Room rates at launch started at $249 a night and included two waterpark passes. Day visitors could buy in without a key.

OKANA’S FIRST CALENDAR YEAR

• Hotel guests: The resort counted 300,000 hotel guests in 2025.
• Day passes: Another 60,000 people came on day passes.
• Payroll: Staff stood at 547 in January 2026, with more than 700 expected at summer peak.
• Local impact: Managing director Gerson Velasquez put 2025 economic impact in the “upper $40 millions.”

That last number sits well below the $97 million first-year impact Anoatubby cited at the ribbon. Velasquez said spring break 2025 was strong and that, once the lagoon opened, the hotel was “solid sold out” through summer. He also said 2026 impact was projected to nearly double the first-year figure, and that local companies were already booking the conference center for national rotating meetings.

The guest mix matches a convention hotel with a wave pool, not a gaming floor. A Dallas visitor posted after a first trip that the stay was a nice place. The Association of American Indian Physicians held a conference on the property in September 2026, and the Archdiocese of Oklahoma City reserved it for a marriage-and-family day. Those bookings are how a 404-room tower fills when there are no tables downstairs.

WinStar Scale Paid for Rooms, Not Tables

Boren, speaking at the opening, put WinStar still first in Chickasaw employment and in share of the nation’s business. The Chickasaw Nation, he said, runs more than 100 businesses and employs more than 14,000 people in Oklahoma. The capital that built OKANA sits in that system. Gaming is the engine. This hotel is a tourism plant that sends cash the other way, into the city’s riverfront and back to tribal services.

Revenue from the resort is meant to support Chickasaw health care and education, the same destination Anoatubby named for other tribal enterprises. The bet is that families and meeting planners will pay hotel rates on land that cannot take a compact, while WinStar and the rest of the gaming map keep the machines where the statute already allows them.

Holt Wanted a Weekend Beside the Museum

Holt, a member of the Osage Nation, had been selling the site as a stay, not a stop, since the 2021 unveil. The museum, designed with input from all 39 tribes in Oklahoma, was already the cultural draw. The resort was the extra night.

At the ribbon he went further. “Never again will we be a city you just pass through,” he said, with Oklahoma City already counting 24 million visitors a year. Anoatubby framed the same partnership as a change of land use: an old oil field turned into a cultural and entertainment district that would support the museum and “further showcase the rich cultures and traditions of Oklahoma tribes.”

The Boardwalk Finally Ran a Full Summer

The hotel opened with 13 restaurants. On May 12, 2026, OKANA said summer 2026 would be the first season with all 14 dining outlets open, plus OKANA Beach on May 16 and the Boardwalk running as a public dining strip. Velasquez called it the summer the property became “the complete destination we always envisioned.”
